So you mean Arhaan found it somewhere or entered BB with cheese? Cause they don't send cheese in weekly rashon. And there wasn't any other luxury budget won by anyone

I think as Rashami/Vishal had stolen Pasta so now that luxury item rule is null and void as Sid also didn't keep rest of the items back to get entire ration..

To get ration back they had eliminated Sid and Vishal from task..

So i guess now luxury items can be shared with eveyone so may be that's how Arhaan got it as they never shown him doing stealing..
