This movie is about a bunch of characters, starring many stars, some huge stars like Akshay, some small ones like Sharman Joshi. A multi starrer doesn't always need to have two or more main lead hero, to he called multi starrer. A movie based on an common event with multiple characters with no definite lead character is multi starrer. This movie was about the Mission Mangal, it wasn't about Tara Shinde or Rakesh Dhawan, it was about the Mission Mangal project. You cannot call a movie solo, if the movie isn't about one main character only.

Was the movie, box office wise, Akki driven, but the movie technically isn't solo hero movie.

It’s obvious who the main Leads are and by your definition we wouldn’t have any solo lead film. As I said it’s a solo for hero and multistarrer for the actresses. As I said earlier people assume all akshay kumar films multistarrer because he involves every characters in the film for promotional appearance.
