no not always. There are special abled people who are able to hear yet have some defect which is why they are unable to speak... Also there are children who don't speak or are selectively mute till they reach an age... For example I didn't myself speak or made much sounds before I went to school doc said it's because I was lazy 🤣 now I speak full conversations in sleep 🤣🤣🤣why have they made kuki mute?
