You're using terms like harassment, public disorder and pervert - the only one that could even remotely apply is the term pervert, and that too is highly subjective - you think this makes him a pervert - some others think he was having some thoughtless but harmless fun.

Nonetheless, no UK cop worth his salt is gonna declare a man a pervert and arrest him simply for having a bra on his head in public - at best he'd be told to put it away. And the man in question - is on a TV show, in India. He offended you - sure - but neither does this make him a pervert, nor would it get him arrested.
