In all likelihood, Kapoors being ignorant and arrogant, assumed Tharoor being South Indian might be Brahmin. So he asked if Tharoor was Brahmin or something. And forgot about it later,n didn't bother to speak to Tharoor. Rishi was,is ,and will always be an arrogant jerk.

^^ You don't just have the balls to ask someone about their caste one day out of the blue (assuming they weren't classmates) and not speak to that person again because almost always it is a conscious effort to ignore people whom you consider 'beneath' yourself. People don't ask which caste someone belongs to only to forget it.
Or
He just didn't want to speak to someone who had no knowledge about their caste.

May be Tharoor read too much (Rishi asking him and later not talking to him, both may be unrelated). "Brahmin or something?" means Rishi also did not know what caste actually means. After all in school age, what do kids know?
Rishi himself is not Brahmin. His question might not be out of arrogance (he may not be considering himself high or anything). But it is rude manners (asking private questions to strangers). But their family is not known for mannerisms or polishedness.

^^ Wow, interesting reasoning there. But that directly contradicts this-

"You don't know?," little Rishi Kapoor demanded in astonishment. "What do you mean, you don't know? Everybody knows their own caste." I shamefacedly confessed I didn't. "You mean you're not a Brahmin or something?"

That question was to judge Tharoor's status and when he didn't give any answer, Rishi probably assumed he was not a worthy high-caste fellow and stopped talking.
