Yes, Neil was frustrating when he kept saying "Rhea ki koi galti nahi". But I don't think he was confusing. He never wanted to admit or accept why he was pursuing Avni. The actual reason was he was fascinated by her from day dot, and then he was falling for her. But of course, he didn't want to accept that even to himself. This whole "Chor-Police" thing was his way of rationalizing his feelings for her, his need to see her, how he sought her out in every crowd. (During the wedding track). Every time you see his eyes searching for her.
I think after Juhi he resigned to never falling in love and agreed to an arranged marriage. Then his sense of "Fair play" stopped him from dumping Rhea (even when her lame ass deserved it every time) just coz her family were not nice people. (I think Neil was being naive. Those people were despicable and marrying Rhea would have put him in the path of them). But when you think about it, Avni is also related to them as much as Rhea is, and it's not her fault her family are criminals. So the same principle applies in the case of Rhea too. She's not a nice person, but she's not as bad as her Dad, Diksha or Amol. (Who are actual criminals).
Neil is crazy in love with Avni, there is no doubt in that. I don't think he wants to admit it, coz maybe he feels falling in love again will betray Juhi. But in his vision, Juhi herself tells him to move on with Avni. It's like she was saying "She's the one, take her hand". (One of the most beautiful scenes of the show).
Since the marriage, Neil was hell bent on making Avni stand by her decision, which was her marriage to him. He's truly a Man worthy of respect. He believes in honoring his commitments and that is why right after the marriage he was so hard on Avni. But the only reason he stayed married to her, brought that house and doing all he is doing now is coz he is hopelessly in love, but doesn't want to say it or accept it. But he's still the best guy I saw on Indian TV to date.
