No they are not made from rotten bread. this is misconception that they are dried bread since they look like dried form of bread

it is a separate thing altogether and u can get recipe online

in this day and age when big companies are making tea rusks...it is not possible that they are made from rotten bread. at local indian store i saw rusks from Britannia ..
