Why should Sanam and Abigail (you seem to forget that he has a partner) not be able to win? Nach Baliye is about dancing as a couple and not about a non-professional dancer becoming a professional dancer. Though Sanam is a professional dancer, Abigail isn't. They are both judged as a couple.
Secondly, being a dancer, there are much higher expectations that are placed upon Sanam. Sanam and Abigail have been consistently under-scored the past few weeks (even lower than a no. of couples that danced worse than them) because the judges have higher expectations of Sanam and Abigail. If the judges were to be really unfair, Sanam and Abigail would be one of the highest scorers every week. The judges have been scoring couples (in an unjustified manner at times though) according to their level of skill. Thus, being a professional has both its advantages and disadvantages.
Furthermore, this puts more pressure on Abigail to match up. As you mentioned about some of the other couples like Divek, both partners are on the same level in terms of dance. Sanam and Abigail technically aren't. If you pair a good and a bad dancer together, the disparity is glaringly obvious. It is a testament to Abigail's hard efforts that she is matching up with Sanam.
Abigail is not a professional dancer. As one of the judges mentioned, she is one of the hardest workers out there in the competition. With this being said, why should they not win when they have to put in even more extra efforts to impress the judges? A disclaimer: I'm not saying that Sanam and Abigail have it harder than the other contestants. I'm saying that they're experiencing the same level of difficulty as the other contestants.
In terms of votes, they were not 1 of the most popular couples to start out with but they have won people's hearts and got them to vote for them through their sincere efforts. They are there to raise the level of competition.
However, if there's 1 thing to complain about, I would say it's the amount of emphasis they place on public voting especially in the 1st few weeks. A few couples have been genuinely voted out, in the past too, because they aren't popular as compared to the other couples. Then it becomes more of a popularity contest than a dance contest, which is the foundation of Nach Baliye. Plus, the judges need to be fairer and stricter. They could grade the couple according to their level of skill, but they shouldn't get too swayed by the concept and should strictly note the amount of dancing (rather than just acting) and how well the partners support each other throughout the dance.
