Forget Ishita, Raman has equal rights on Pihu so no, I don't agree that Shagun deserves to get full custody, just because she raised her.
In any case, partial custody is the sensible and most realistic option. Pihu should be able to live with both her parents instead of having to choose between them.
Be that as it may, if this case ever came to court, the judge would look at all the parents' past.
Ishita may be blamed for abandoning Pihu, but Shagun does not have a clean record either so I doubt any judge would give her custody of Pihu. She left her own child Ruhi to sleep with a rich man, and she left her two children to die in an earthquake to save her own life. She did not blink an eyelid when she learned of Ruhi's abuse by Nidhi, so Shagun is not a great mother at all. For her, Pihu is just a ticket to get into the Bhalla house.
In my opinion, Raman deserves full custody of Pihu, and Shagun should be given partial custody for raising her. As for Ishita, it should be up to Pihu what kind of relationship she wants with her biological mother.
