I'll say the same thing here that I said in the Rudr AT yesterday when we were discussing the new spoiler and the constant attacks on Shivaay.

The constant attacks on Shivaay make sense. Right now, he's the backbone of the Oberois - the empire as well as the family.
Exactly my point. To weaken both the empire and the brothers...Shivaay has to be out of the picture.
As Roop and Svetlana are in cahoots, knocking off Shivaay helps them both.
Sure it does. Infact one is benefited more than the other.
Roop -
- Gets her petty revenge from Pinky
- She also gets her revenge for being ousted from the Oberoi mansion and her husband being sent to jail
Svetlana -
- She wants in into the Oberoi family and that won't happen till Omkara is mentally in one piece. Killing Shivaay breaks down Rudr and Omkara both. A broken Omkara would be not much use in the family business or the family. Seeing how he wanted to run away when the video clip was leaked, he would want to kill himself if his biggest support and anchor was lost. This would ensure that there would be no opposition to Tej-Jhanvi divorce and Tej-Svetlana marriage. Once this happens, Omkara would be completely out of the picture because even if he was alive by then, he wouldn't want to live in the mansion anymore.
As Rudr is the pampered Oberoi baby, no one thinks that the guy can do anything - he's perceived as the rich, spoilt brat. An illusion which will be a shattered at the right moment.
As the Oberoi empire is thus heir-less, it now paves way for Roop and her husband and/or son (if any) to get involved in the business.
Though I doubt they will show two ladies planning things to this length. 🤣

If Tej is behind the attacks on Shivaay, he is grossly miscalculating the rewards that he'd reap from these actions because Omkara would still be in the same state as mentioned above.
I feel as though it is Tej who is behind these attacks but he is not doing it to kill Shivaay. But he is using this as a ruse for some other plans. He doesn't want him dead; well not as of now.
From his taunt to Shivaay, it is clear that he doesn't appreciate the fact much that Shivaay is more respected and adored by his sons than he himself. Tej's own son Omkara doesn't listen to him because he is more concerned about his brother - who is not even his real brother. Given the kind of relation that Tej-Shakti share despite being real brothers, it is safe to say he doesn't take well to his sons caring so much about his brother's son.
I'd say Tej likes that Shivaay has taken up the role that is naturally his, he appreciates him for the same but that is that. He will never allow Shivaay to step into his shoes. He might to say anything about that but his actions screams this fact. He is proud of his nephew but when it comes to picking the heir he wouldn't even make the cut.
Shivaay is just a pawn for Tej to use till needed. Until now, he needed Shivaay for taking the business and the empire to heights. Now, he wants his son to take over so that at the end it can be said that Tej and Omkara are the two people who've taken the Oberoi name to places and heights, with Shivaay conveniently knocked out of picture.
Shivaay is the knight that is defending the borders for the king. When the need comes it might be that he is sacrificed for better gains. I believe he will not stoop low by not acknowledging Shivaay but then again as you said he will be knocked out of the picture when Tej feels that the time is ripe.
He absolutely hates the fact that his sons do Shivaay's bidding, especially Omkara. Remember his reaction after the 'Tea for Tia' scene?
Everyone, except for Dadi and Jhanvi hates that the brothers bond so well. Tej more so!
