I think she missed a third scenario where a person may not mean to offend but nevertheless does, ... hence it should not be a big deal to say "I didn't mean to hurt your sentiments and I'm sorry if I did so unintentionally" even if if thinks he's right!

But in Salman's case I think he knew he was wrong (hence he mumbled I shouldn't have) but still he's not strong enough to say Sorry!

Salman erred.He made a flippant comment trivialising one of the worst crimes against humanity. He has transgressed limits of decency and everyone has heard his comment. After that he is @ IIFA in the midst of the BW fraternity fawning over him. He does not look upset with his behaviour because he knows he has BW support. Entire BW Anurag Basu & Kangana excluded are fine with what he has done.

So what use is his apology & why should we be begging him for one? The right reaction would be to boycott him and his films if we are really aggrieved with his comments.

But that will not happen will it ?

Salman has got away with much more and fans throng around him .This is making him bolder and more confident of making irreverent comments.

It requires lots of strength to issue an apology for a public figure as he retract his statement and value others sentiment. It is not a political or some religious issue that he will face backlash , like he issued apology on yakub case. No one care even if he will not apologies in this case, as he will not face such backlash , so bhai choose his dialogue apna kaam banta bhad mai jai jaanta 😆
