These days, the headlines of the leading newspapers often goes like, "Youth arrested for abducting a boy" or "A professor beaten to death by his own students" or "Teenage group found dealing with drugs" and so on.
Going through such headlines has become a daily routine for us. The world today is not a pleasant place to live in, when every day new stories about horrific acts of violence upon innocent individuals are being shared. The most horrific part is that the people behind these violent crimes are yet to cross their adolescence. Most of the time the said criminals are in the age group of 10 to 18.
Over the last few decades, the world has seen alarming increases in the level of youth crime. Youth crime, the word itself sounds disturbing & depressing to our ears. Some young individuals resort to practicing unlawful means to achieve their dreams, desires or aspirations rather than keeping faith and working towards their goals with honesty.
What tempts today's youth to follow this disastrous path is debatable.
According to the definition provided by Mosby's Medical Dictionary 9th Edition, published in 2009, youth crime or juvenile delinquency is the "persistent antisocial, illegal, or criminal behavior by children or adolescents to the degree that it cannot be controlled or corrected by the parents. It endangers others in the community, and it becomes the concern of a law enforcement agency."
What tempts today's youth to follow this disastrous path? The reason is debatable. While some think the problem lies in poor parenting and the negligence today's children receive in their micro-minuscule family with both parents working, some like to argue that the increasing addiction to alcohol and drugs are destroying the youth. While we can spend ages debating on the reasons, in today's world, with thegrowing rate of juvenile delinquency, one will agree finding ways to tackle this pressing concern holds more urgency.

Youth crimes - crimes that are committed by children at a tender age when they should be holding hopes and dreams for a vibrant future. Instead, their potential becomes hampered by being locked up behind bars. A shocking statistic reported that, as of late, there has been a deluge of crimes committed by juveniles under the age of 18. The crimes that these youths are found guilty of range from robberies, drug abuse, traffic violations, acid attacks, harassment/bullying, possession of weapons and even serious criminal offences like murder and rape. While the non violent cases are handled by the juvenile justice system, criminal offences are dealt by the criminal justice system.
As per the survey conducted by the United Nations Organization, the major reasons attributed to youth crimes are economic and social factors, cultural factors, racism, urbanization, peer influence, migration, family abandonment, hunger, and many more. We cannot deny the fact that a lack of financial security provoke certain kids to crimes like robberies but an overexposure to a luxurious life, leads certain young individuals to high handed behaviors like drug addiction and bullying.
By ignoring the root cause of the crimes, can the punishments serve the purpose of reforming the young offenders?
The following is a brief overview of the penalties for juvenile delinquency.
In Netherlands, juveniles from the age of 12-17 are punished under the Juvenile Criminal Law. Kids under 12 are not prosecuted due to their age and low brain development as compared to adults. Action is taken against severe offences by admitting the offenders to juvenile homes while the trivial offences are dealt through discussions with parents and family.
A wider range of sentences are implemented in the United Kingdom depending upon the nature of the offence and the age of the offender. While the trivial offences are dealt with fines and the juvenile is sent to rehabilitation, custodial centers provideeducation and other programs to prevent offenders from committing crimes again.Detention orders are passed for serious crimes where the tenure of the sentence can be increased. In some cases, it can be extended up to detention for life but not death sentence.
A program named HALT Juvenile Crime Protection in the Netherlands provides an opportunity for kids who commit minor offenses by apologizing for their deed. By completing their obligations in their program the kid is set free from any sort of offense record being made in his/her name.
Young Offender's Institution or Juvenile Homes act as a penitentiary where kids and teenagers who are sentenced to youth detention are sent. The accused are givenguidance for anger management and social behavior which inculcate the values in them to improve their character. Certain juveniles who require intense counseling due to their behavioral disorders, are given a "Placement in Institution for Juveniles Order" or the PIJ Order which refers to placement in the youth protection and custody institution extending from three to six years.
As in India's case, a new law has been passed wherein children under 18 years can be treated as adults for serious crimes like rape or murder. This law was enforcedafter a lot of protests were made due to the sentencing of a juvenile rapist in the2012 Nirbhaya case. This juvenile Justice bill will be applied in the future for all juvenile cases involving serious crimes.
After going through all these scenarios, it has been affirmed that youth crimes are treated more leniently than adults. The question is does it change the stance of an offender? Although we do not hold the power nor the authority to deliver a concrete judgment on the prevention of these crimes, there are many factors that can be utilized as preventive measures.
It is said that character begins at home. Parents should take up the responsibility of molding their kids to be able to travel on the right path. The values, beliefs and principles are not simply beneficial to the individuals that are being taught. Rather, those same values, beliefs and principles, will be carried on by the children and be used to influence other children around them. With a strong character, a change in society's mentality will be possible. Discrimination on the basis of gender, race andstatus quo should be eradicated. On a wider scale it is the duty of the governmentto ensure that its citizens have an adequate amount of resources that will help them to sustain and live in a prosperous environment.
For a successful future, the youth need to be nurtured in a righteous manner. A small seed grows into a plant only when it is provided essential elements for its growth. If left unattended or hampered, destruction is inevitable.

Over the years, juvenile delinquency has emerged to become a matter of pressing concern all over the world. The sensitivity that comes with this issue acts as a major deterrent to arriving at any potent solution to curb or even lessen the alarmingly growing rates of juvenile crime. Though some countries have efficiently brought down juvenile crime rates, it still stands at an all time high for many others, including India.

The extent of punishment for a criminal act depends upon the severity of the crime committed. Most juvenile crimes committed are relatively negligible crimes and the accused are usually let off the hook, with little or no retribution, which in itself acts as a catalyst to repeatedly offend. But the offenders committing major crimes are usually the only ones treated to substantial punishment.

A vital part of the retribution process for a juvenile offender is being sent to a juvenile detention center for a specified period of time. A juvenile detention center acts as both a prison and rehab for the accused. This is also the place where a major part of the problem arises. Many youngsters who are sent to juvenile detention centers come out to commit more serious crimes, despite all the rehab programs they've taken part in. A rehabilitation center is meant to bring mental stability to a person's mind. But is that what a juvenile detention center truly does?

In a juvenile detention center, offenders of the same kind are forced to stay in the confinements of the building with each other. To re-adapt a person to better conditions there needs to be an all round positive influence on them, which a juvenile detention center doesn't provide. It in fact does the exact inverse. Psychological studies state that juvenile detention centers increase the prospect of recidivism among many. When several like minded people are placed in the same environment, they are likely to get along well. They'll tend to promote each other's ideologies and will also pick up on one another's traits. And that is exactly what happens in a detention center as well. Apart from brief interactions the delinquents have during the day with their handlers, they are mostly in each other's company. During the course of each day, they interact with each other the most. Thus, depending upon the influence they receive, certain young individuals may be pushed to further engage in illicit behaviour, leaving little to no room for any self reflection or rectification to occur.

Research reveals that juvenile delinquents who are permitted to stay in their habitual environment under strict monitoring, respond well to steps taken for their mental betterment. One-on-one counselling has been suggested as an effective method of bringing slow but steady change in a teen's mind.

The youth are the future of a nation. And the future should always be planned to be prodigious. But in this case, the foundation in itself is frail. There needs to be a major change in approach towards juvenile crime to bring about a significant change. But until this transition begins to take place, the unfortunate truth remains that juvenile crime stands as a persistent cause for sizable concern.

To conclude, we would like to leave off with a quote that has been stated by Swami Vivekananda about the youth:

"Practice Virtue, persevere in virtue. Become Established in virtue.
Shine as an embodiment of noblest virtue and heroic adherence to goodness.
Youth is meant for this grand process.
Youth life is the active development and fulfillment of these processes.
YOUTH IS THE FUTURE."

Socrates (469-399 B.C.)
QUOTATION:The children now love luxury; they have bad manners, contempt for authority; they show disrespect for elders and love chatter in place of exercise. Children are now tyrants, not the servants of their households. They no longer rise when elders enter the room. They contradict their parents, chatter before company, gobble up dainties at the table, cross their legs, and tyrannize their teachers.

The youth have always been blamed for what is wrong with the world since always. The past has as much responsibility as the future in making things better. All these old farts used to be youth at one time and have done it all. But they wisen up and start to run down and lecture us. How convenient
