Ash to me is good, I am always shocked when people say she cannot act. But that is because I have seen her in movies where her looks have been stripped down and she really acts and the majority have not seen them. Like Kandukondein Kandukondein (a remake of Sense and Sensibility in Tamil) where she stood toe to toe with Tabu and Mammoty two of the best Indian actors of all times and did not look out of place. Raincoat is another film where she just acts, her looks are so stripped down but not watched by a majority IMO.

I have always considered Salman a good actor because to me acting at it's base is being memorable and connecting with an audience, not just acting well in a "good" role. You cannot have the longevity of a career Salman has and the fan base he has when so many have failed without him being a good actor. But while looking at his filmography, the roles which are defined as *good* are few.

Deepika is someone who is not naturally gifted as an actress but who really worked on her craft for me. So she does have misses like Mastani even though the effort is there.

Hrithik is someone whose looks and dancing tend to obscure his acting.

I think looks and in general choice of movies can blind people to talent. But that does not mean people cannot act. Out of the list you provided there are many I would not consider good actors, but the fact is despite a god father and people handing roles, all these people have managed to carve a role in BW and have appealed enough to people to have a career for years. Acting is at its base that to me, a connection with the audience, not the critics or the awards and that to me makes someone like Kat a legitimate actress though her filmography will show scant evidence of that.

Not all good lookers are bad actors but good looking people get pass for their good looks hence the percentage of bad actors with good looks higher.
Agar koi banda ya bandi, looks acchi na ho aur acting bhi kharab ho toh muskil hai chance milna unless he/she has back up.
