there was big crowd waiting for the stars at the airport, they all waved to the crowd as they came out of the planes

Saifai is the native village of Mulayam Singh Yadav,in the Mahotsav he throws money at Bollywood actors to perform for his constituency and impress upon them his greatness.

Its no government event, just wasteful expenditure of money by the Yadavs.
