No he's 100% wrong. He's intentionally making her hopes go higher and using her to better his brother. I feel like he's digging his grave for his chance to be with Swara by doing this. I don't see Swara being happy by his decision at all -- especially after he confessed that he loves her and not Ragini.

It is 100% wrong to play with anyone's feelings specially if the person is innocently naive and emotionally fragile.
Lakshya might not be aware of the strong feelings brewing in Ragini's heart for him but that doesn't gives him an open invitation to play with her hopes just for the sake of his brother. Unknown to him, he has given Ragini an illusionary foundation to build her hopes on.

Lakshya is going about the wrong ways to do everything that he needs to. But then again, who can blame him? He's in an Indian daily soap (not intending to hurt anyone).

Take the first opportunity you have with Ragini and explain everything like you would the ABC.

Like this, he's not only playing with Ragini but with Swara as well.
