I agree

There needs to be strict auditing and some kind of system put in place, I don't follow the BO religiously - but it's becoming strangely obvious that there is serious manipulation happening. I almost don't even know which movies are flop and what are hits

Yes,a statutory body is needed but I don't get one thing, why should the box office collections be made public? Bollywood is not television industry where you need to provide figures to get advertisers to run your channel. The box office collections can be released inside the industry so that producers can safely invest on films starring actors who can promise good return.

Once you leak out collections to the public, fan groups of rival stars start blowing collections out of proportion along with journalists(who are nowadays fans with more power).
