I believe its not lottery but poor script/direction. The movie did get hype because of the current political senario and how polarised everything is now. The first one was well made in terms of script, acting, direction, screenplay and everything. From the reviews what I have heard people say the movie is terrible B grade. If the producers had spent some money from previous movie earnings in making a better movie. This sequel would have made atleast 100 cr.
