No he;s not a terrorist but an agent of some anti terrorist unit and working as a mole in some terrorist organisation. In the precap goods were mentioned and these can be from that terrorist organisation.

I think he is a intelligence service man posted to track activities of Inde Air owners. There was a mention in the beginning that Inde Air has ordered for 25 planes.

So there is a possibility of Inde Air owners being a part of Terrorist group.😭

One thing is sure...Akash is an undercover agent along with being a pilot...from what I have gauged something big is suspected/expected to happen in the airlines...and akash has been sent to find out what it is and to prevent it...mystery is definitely in the air...thats what makes the show interesting...

Akash was in Air force and had some problem of overreaching / overreacting due to which he was discharged from Air force but due to his skill levels he was taken in a secret organisation as an undercover agent - sky marshal. Right now he may be a mole in a terrorist organisation.
