It has to do with the difference between living between members in the house or looking good for the janta.
The reason everyone raised up their hand (barring Gautam) is because they want to remain in Upen's and everyone else's good books. Upen was urging people to raise hands, LOOKING at them. If someone had decided to not raise their hands, Upen probably would've found a way to punish them and the rest of the group wouldn't accused the person of not being loyal/ supporting Gautam over them/ some other thing. It would've made their stay in the house be a lot more worse than currently going. So they all elected to stay in the good books of the captain/ big group. And by doing so, they also tried to not get nominated. The reason Gautam gets nominated so much is because he's in the bad books of the group. No matter what he will do, the other group will hate him and nominate him. That's why they target anyone who supports Gautam (even targeted Pritam initially). But by supporting the bigger group and by being on the good side of the captain, they got at least one event wherein they could prevent from being thought to nominated.
What they all fail to realize (esp Pritam and Puneet) was that eventually they will get nominated. Especially those two because of their continued association with Gautam. He's blacklisted.
And they all failed to realize how stupid they looked in front of the janta. They forget, in their efforts to not get nominated and stay within the good books of the group, that it is the janta who votes for them. It is the audiences who generally decide who stays and who goes.
Gautam has already realized this and that's why he continues to be himself. And I think Pritam is slowly coming to this realization. Tanna was also coming around, but she reverted back into groupism instead of self-playing this week.
