I think she is shagun's mom..Ashok-mihika-mihir track is coming up so may be she will play an important role to help mihir and indirectly mihika..because I don't think she likes Ashok..

But this is ekta show so anything can happen.. May be she is Raman's birth mom ..

but was there any need of introducing her??if she is shagun's mother then this will be a major problem in ishra relationship only..she will not play any imp role for mi-mi..there are ishra to handle..so she is shaguns mother doesnt make any sense in case of mi-mi..
but if she is raman's mom..then it will matter a lot and raman will break down completely..but again here what is the need of gale hue mudade ukhadne ki..
