no control on newbies

i have seen couple new people who are making india forums a huge mess they are posting links of other sites they are posting videos from other sites is there any moderator who can take a step against them i mena they are new but they need to undertsand the rules thats but this thing is getting over my nerves modz please do something regarding this thank you
