I knew yesterday itself what Dev was trying to do. he was putting his life on risk. Opening up himself for a second attack.
He knew the attack has something to do with Payal's case. he didnt suspect Shaurya directly but he was sure the information to whoever concerned will reach via Shaurya only. So he told Shaurya it was an attack on him. He will go to the bottom of it. By returning the RTI file he very well knew Shaurya was not going to believe and whoever concerned is also not going to believe he has backed out.
He removes Gautham and Sonali from the scene. Tells that he did the RTI file return for their sake. he packs them of to Shimla. Hats of to you Dev. My expectation from you was this. A risk taker.
