I'm pretty sure she was never offered Queen. In fact, I believe that the director confirmed that Kangana was their one and only choice.

Yes but how long are we gonna mourn over the films she didn't do guys? Jo hogaya, so hogaya.. Her PR as well needs to stop mentioning these films, it's done and dusted.
