Raghav is in total control of the entire situation! He has a plan and he is executing it. The only vulnerable spot he has is for Kalpi. See Raghav had to have explained the Gauri situation to Paakhi and his feelings for Kalpi. However, he needs Paakhi's cooperation to bring down his father's killers from the inside. So if you watch Paakhi today and the details she adds to her proposal story, you can see it's an out-an-out lie! She didn't have to say that Raghav never loved anyone else except her, but she did to make it a point that he didn't love Kalpi. She is trying to make this seem as real as possible. She knows Kalpi is out there with Raghav and Sammy is no where to be found. She may seem like an airhead, but remember she's a smart cookie. She just didn't want to believe that Raghav didn't love her. However, Raghav has an inside into the Kapoor's home and access he wouldn't have without Paakhi. It's all a sham. No marriage took place b/w them.
Raghav Singhania is in charge as usual and he will get Kalpi to play along. Also, the public scene was most likely for Manda's sake so she can report back to the Kapoors. Raghav's only majbhoori is having to make a public scene and hurt Kalpi, but he will explain his reasons and the entire plan to her so she'll be on board!!! I really think this is the way it's supposed to be b/c Raghav still gets his revenge and doesn't have to marry Paakhi to do it! I'd like to believe he is the same Raghav Singhania he was when he first reappeared in the show, except for the fact that he now loves Kalpi!!!
