Because rishita would've grabbed his collar mid fight with her friends and yelled in his face asking what his godamn problem was. In front of her friends ,the public and all. Would've refused to let him move till he answered .

Well why not? In real life we would cheer such couple on- that is comparability right? You have the same views on life.
Dev and Raavi are conformists- they don't really like to rock the boat
Shiva and Rishitha are rebels- they would rather jump off the boat and swim against the tide if it makes more sense to them. 😆
But on the flip side, you could argue that ShiVi and DevTa are paired so that there is balance. The problem with Shiva-Rishitha or Dev-Raavi is that they might not grow as much. They probably think in the same way, so there is nothing to challenge their beliefs or thought process. No checks and balances.
I am not sure what Dev and Raavi would become if they got together- but Rishitha was very clear. Even if she had to fight against the world or lose her family, she did not want to go into marriage with someone without fully loving them(actually somewhat like Shiva's position now- a proper marriage, nothong less.)
I have a feeling that Shiva had never thought about marriage or married life before the current track. So had the wedding fiasco happened a few years later, when Shiva was older, or atleast was old enough where they were looking out for girls, and he had thought about what he wanted from his life partner(not the generic Dhara bhabhi jaisi), Shiva would have refused Dhara.
I have felt that Shiva only promises Dhara things that he can handle- he refuses Dhara when he knows he can't give her what she wants, despite his best ability. Dhara has asked him from a young age to behave nicely with Maami and Raavi, but he only momentarily stopped his acts- he never changed his stance against them. (This is even before Maami's truth came out)
On the day of the wedding, Shiva was clear, atleast subconsciously, that he would never fall in love with Raavi(idiot 😔), and so he was reasonably confident he would be able to live out his life. That is why he was not in a headspace for marriage. Had he thought of marriage before, and realized he strongly cares about his partner being equally invested as him, he would have been adamant in not going forward.
