I think he kind of did but not apologised.

And he has always been soft to her (thats what led to Raavi’s confusion)

So him speaking out isnt exactly so shocking.

I read Akshay's interview that came out in IF today and understood why writers did not make him apologize to Raavi. That doesn't mean I am ok with it, but there is nothing we can do about it and neither is Raavi cribbing about it.

Dev is such an interesting and unique character. He's shown to be "soft" and "caring" to Raavi, but he seems to forget the importance of apologies. I know he can do it. He apologized to Rishita very quickly... but with Raavi... he is still waiting.

I wonder if he grew up noticing the unspoken barrier between him and Raavi (caused by Shiva). Perhaps he knew nothing good can come of their interactions, especially if Shiva was around, or perhaps he didn't want to get close to someone Shiva hated, but tried to be as diplomatic as possible--hence the "soft" and "caring" attitude towards her.
