A brief history of the Tamilnadu police dept
The Chennai Metropolitan Police, a division of the Tamil Nadu Police, is the law enforcement agency for the city of Chennai in India and the surrounding area. The city police force is headed by a Commissioner of Police and the administrative control vests with the Tamil Nadu Home ministry.There are four sub-divisions of the Greater Chennai Police, and 129 police stations. The city's traffic is managed by the Chennai City Traffic Police. Chennai is the first city in India to introduce e-Beat system used to measure the daily routine and performance of the police personnel.
The Chennai city police commissionerate building is a 9-storied building on Poonamallee High Road at Vepery, Chennai. It houses the office of the commissioner of Chennai city police.The new commissionerate was opened by the Tamil Nadu Chief Minister J. Jayalalithaa on 18 October 2013.
The ground floor of the building houses the public grievances redressal hall, passport verification zone and a reception area. Alongside the cyber crime lab, the elite special unit of the city police, the CCB with its 17 departments, occupy the first and second floors. The third, fourth, and fifth floors house various administrative wings of the city police manned by deputy commissioners. An anti-terror cell (ATC), with specialised personnel from the Central crime branch working in coordination with the city intelligence unit, to monitor and tackle extremist activity in the city, is housed on the fifth floor. The sixth floor houses the intelligence wing of the city police. The seventh floor houses the traffic police control room and another control room with children, women and senior citizen's helpline. The topmost floor is occupied by the commissioner and the four additional commissioners and joint commissioner (intelligence), alongside a large conference hall.
The commissionerate was originally headquartered in Vepery until 1842, when it moved, along with its various departments, to a historic building on Pantheon Road, Egmore, which remained the administrative centre of the city police for over 170 years, until 2013. The property, a bungalow in a paddy field, was bought by Arunagiri Mudaliar for 36,000. On 1 May 1842, the city police moved into the bungalow for a monthly rent of Rs. 165. The two-storied building is a classic colonial bungalow with Doric columns and Madras terrace. In 1856, when Lt. Col. J.C. Boulderson of 35 regiment of Native infantry took charge as the first police commissioner of Chennai, the land and bungalow were purchased by the police department for 21,000.
For a brief period from 1882, the office was said to have moved to a building on Police Commissioner Office Road and then back to the bungalow. However, the historic records remain obscure. The building on Police Commissioner Office Road, which currently houses the police photographer's department, has a circular plaque with the inscription "Colonel W.S. Drever CSI Commissioner of Police, R.F. Chisholm, architect" and the year 1882 inscribed on it. It is still unclear to historians as to why and when the office moved from Pantheon Road to Police Commissioner Office Road and then back.After the departments have completely shifted to the new building, the commissioner office in Egmore is expected to be converted into a police museum.
In 1929, when the Police department was split into 3; i.e. Law & Order, Crime and Traffic. As of 2011, the government merged Chennai Suburban Police with Chennai city police to form The Greater Chennai Police Commissionerate.
But it all started in 1659 when Chennai (then called as Madraspatanam) was just a group of fishing villages. Pedda Naik formed a group of peons to guard the town. By 1780 the post of Superintendent of Police was created to manage the markets. After the Indian Rebellion of 1857, the British Raj in India formed the modern Madras Police as part of its reforms.
The etymology of the name Pedda Naik is interesting. Engaged by the British to guard the town of Madarasapattinam, Pedda Naik and his peons' were the first prototypes of the commissionerate system of policing that is successfully functioning in Namma Chennai today.
Pedda meaning big' in Telugu, Naik's a caste title given to members of the Kapu sect, predominantly found in Andhra Pradesh. The root meaning of the term Kapu is variously given as to protect', watchman' or watching,' and those who did the job also went by the titles of Naidu' or Naicker.' The community is found in significant numbers in Tamil Nadu.
After the British managed to dig in their heels in the main coastal towns of India by the 17thcentury, the year 1652 saw their Fort St George settlement metamorphose into a presidency aka Madras aka Chennai. In 1659, the English agent roped in a trio of hereditary Indian officials to make the natives' fall in line. One of them was you guessed it right the Pedda Naik, the big' or chief watchman, making him the first top cop of our city. Add to that his team of Thalaiyaris or peons,' we have the rustic predecessors to our modern-day men in khaki.
Cross over to the 18th century,a period when the British thought themselves well-settled here. No wonder, they wanted to introduce a policing system that would effectively check the activities of the natives.' A police board sprung up in 1770 to deal with "removal of public nuisance and maintenance of public health and order". A year later, Pedda Naik made way to the Kotwal' to make the tradesmen behave.' Two decades later, the system was abolished after the merchants accused the Kotwals of indulging in extortion. Phew! The greasy palm tendencies of cops seem to have colonial origins. Pedda Naik, with the new nomenclature of Poligar,' made a comeback.
In 1780, the superintendent of police made his first appearance to manage the markets and costs of goods.In 1817, Superintendent Thomas Harris became the architect of the city pattern of policing, when he divided the presidency into eight divisions. In 1832, the system was improved upon and four districts " Black Town, Triplicane, Vepery and St Thomas (Santhome)were introduced.
All the time, the British wielded the policy of divide and rule' that was working wonders for them. They systematically sidelined the Tamil military classes such as the Kallar and Maravar, who exercised immense power in the villages through the system of Kaval, and promoted castes that stood to gain from the suppression of these traditional warriors. The Kaval system was finally abolished in 1832.
Rules and Regulations
Rudran dialled the number and waited for the beep and then the recorded voice commanded " Please enter your authorization code". Rudran entered his 10 digit number given to him by the intelligence wing and then the voice commanded " please enter the extension number".Rudran again entered a five digit number and heard the ring tone go " tirr,tirr " and then it was picked up.
Rudran's liaison to the intelligence wing was through Gen.veer singh and his department of whose existence 95 percent of the government were unaware of and this secretive dept was the common link and intelligence database that absorbed all information from the police depts,army,navy and the airforce.
Major Param yadav spoke in his characteristic baritone voice " yes.mr.rudran ".
Rudran " major,i have captured half a dozen ak47s from a few criminals here in chennai and i had earlier informed the general about this assignment which although of personal nature became part of my duty because of the arms and ammunitions.I need to know where to drop them off so it can be traced and its origins found out."
Major param smiled " mr.rudran,was the action good.lucky man,you always seem to be in the right place at the right time.I bet they are going to pin a few more medals on your chest.But honestly,is there space for the general to pin them ".
Rudran smiled silently " major,kya karoon.These situations seem to seek me out and what am i to do,just ignore my call of duty".
Major Param yadav " good luck to you.take this address down and also this number.Call this gentleman for he is our local liaison in chennai and he will collect the guns and send them to delhi in the next military flight which is leaving tommorrow afternoon.Okay,all this aside when are you coming back home".
Rudran " major param,chennai is my home and i think i will stay back for a few more days and moreover my mum is sick.so i think i will take a break from duty for a month.I hope it is all right".
Major param yadav was silent for a moment " mr.rudran, it has been seven or eight years since you started working with us and i have yet to see you ill or take sick leave and i know for a fact that in nearly eight years you have never used your medical leave,casual leave or used the money allocated to you for travel and leisure expenses.Brother,in my book you are a real hero and a true patriot.So i guess no, one not even your sour faced chief is going to grudge you your leave.so take it easy and stay in touch for i think you are leaving too many dead bodies behind,not that they don't deserve it but the man above is getting worried about your safety and well,you and we all know that he dotes on you and treats you like his own son ".
Rudran sighed " Okay major.you take care too and i hope to see you all soon.Bye".
Assistant commissioner Trilok who was sitting in the front of the lead vehicle jumped out of it in great haste and after making certain that they had the right house,pressed the buzzer on the wall outside and a deep and a few seconds later a commanding voice from the speaker below the buzzer enquired "yes".
ACP Trilok stretched himself to his full height of 6 feet and replied " Assistant commissioner Trilok,chennai crime branch.Please open the gate right now".
There was a silence for a few moments and then the gate as if surprised that it was doing so much work when it had done none for many months,quietly swung open once again and it opened again for the police department.
ACP Trilok with two insepctors behind him and a few armed constables moved in great speed but they stopped in great haste after just a few steps.For standing before them was the imperial presence of mr.Kandaswamy mudaliyar.
ACP Trilok was at a loss of words as were his men and Kandaswamy mudaliyar looked at them sternly " gentlemen,how can i help you".
ACP Trilok took a deep breath and looked at all his team and calmly spoke " sir,i apologise for this intrusion but we are investigating the kidnapping of the two grandchildren of mr.rahul agarwal.We were tracking all the phone calls to his house,when we got information that a call was made from this location.So,we have come to find out who made the call and what is happening ".
The entire police team waited for kandaswamy mudaliyar's reply when they saw a tall and a very beautiful woman coming towards them.Acp trilok stared at her and knew that she looked very familiar and he did not have to stare for very long for Kandaswamy mudaliyar introduced her as his daughter Renuka.
Kandaswamy mudaliyar looked at ACP Trilok " maybe you have come at the right time for the kidnapped children were just returned about half an hour ago.We were just about to leave to the nearby Malar hospital to get them checked out for they were drugged and one of the children has suffered a seizure.If you feel the need to ask any questions,you can talk to rahul agarwal there in the hospital while the children are being treated".
ACP Trilok nodded ok and with renu driving her dad,rahul agarwal and the children in their car,the vehicles left as a convoy towards malar hospital.
Kandaswamy mudaliyar and rahul agarwal waited while renuka went the doctor to see to the children's health and ACP Trilok cautiously approached them.
" Mr.rahul,is it okay if i ask you a few questions".
Rahul agarwal looked at kandaswamy and then at Trilok " i guess so.But i don't think i can be of much help for you people seem to know more about this kidnapping than me or my family ".
ACP Trilok " sir,did you see the person or people who returned your grandchildren.Will you be able to recognise them again if we showed their photos to you ".
Rahul agarwal shook his head " sorry.i was told to leave the bags with cash in the backseat of our car after we got a call and wait inside until they came and left.They threatened to hurt the kids if we did not do exactly as they told us to do and we followed their conditions.I left the cash and a few minutes later we went outside and found the children in the backseat and the money was gone ".
ACP Trilok stared at both of them and then he looked at kandaswamy mudaliayar " sir,is there anything you can add to this information.would it be possible for both of you to drive down to the commissioners office and write down in detail what took place today".
Kandaswamy looked at him and gently smiled " Trilok,that is your name isn't it officer.I will tell you what,i will ask my advocate mr.jagannathan to answer all your questions.what a co-incidence for here he comes ".
ACP Trilok turned and saw the one person he did not want to see coming towards him.He thought to himself " bloody hell,talking to these two old men was tough enough and now he has got himself backup and i guess it is time for us to packup".
Advocate Jagannathan iyengar was a seventy year old man who induced terror in all those who wore the black robes of law and justice and that included both advocates who argued in cases against him and the judges who sat in judgement.He was a veteran whose very appearance in the court was enough for the opposition to realise that they would not have even the slightest chance at victory and there were case when advocates never made it to court for they were too terrified to argue against him.
Advocate Jagannathan iyengar came from a family that had dealt with matters of law and his grandfather Mr.gothandarama iyengar had helped mr.ambedkar to frame the constitution and its laws.This was a man who knew law and practiced law not only in the country but even in international courts.But to his credit,he was a fair and a very honorable man who did not take cases for just money or fame and took it only on merit and if he believed in the accused.
Acp Trilok had once been questioned by Jagannathan iyengar in a case which involved a young man who had been charged with peddling drugs.But though the police had built an ironclad case and the prosecution had every knot tied,Advocate Jagannathan iyengar had systematically torn down every piece of evidence and it was finally revealed that the arresting inspector had framed the accused when in fact it was his son who was the real drug peddler.The cases that Advocate Jagannathan iyengar handled were headlines and a few were even made into movies but under strict warnings that his name or reputation should not be touched or tarnished in any way.
Seeing Advocate Jagannathan iyengar coming towards him and that too in the middle of the night was more than he could handle and it reminded him how he felt when he went to write exams without having properly preparing for it.
Advocate Jagannathan iyengar and a few of his staff came to a halt where all three of them were standing and Kandaswamy mudaliayar shook hands with Advocate Jagannathan iyengar and also introduced rahul agarwal to him.
Kandaswamy mudaliyar respectfully " sorry anna for disturbing you at this late hour.But i felt it would be better if you took control of the situation ".
Advocate Jagannathan iyengar " enna lateu thambi.There is no day or night for law and justice.And when my top most client call me for help it is my duty to be here.My senior counsel Rangachari would have been enough for this but then i would have missed the pleasure of meeting Acp trilok again ".
He turned to Acp trilok " tell me officer,how can we be of help to you ".
Taking a deep breath, Acp trilok did the best thing he could do and that was face this veteran who had corrected the supreme court bench in a particular case and that was face him honestly and talk openly without any ulterior motive which his police dept was famous for.
" Sir,this is a kidnapping case and i am here just to gather details.I was just talking to mr.rahul and trying to find if he had seen the faces of the kidnappers and if he could recognise them if photos were shown to him".
Jagannathan iyengar " jolly good officer.Why don't you fix an appointment according to mr.rahul's convenience and then over to his house and show him the photos and we will take it from there.Okay.But i hope you didn't ask them to come to the station or the commissioner's office to give a statement or a complaint ".
Acp trilok knew when he was beaten and that too by a man who probably knew more about the workings of his own dept and smiled reluctantly " okay sir.I will make a call and then come over at mr.rahul's convenience.Good night sir,good night gentlemen ".
