chashka meter - hitting it

ok, this week every day I logged in and out more 10 times and each time hit the chashka meter and the vote is still only 17.

this shows that each login doesn't count - there must be some other criteria - like per member only one hit per day...

can anyone find out what is the real deal. it is really frustrating. 😡
