No, I believe they must be legally married, and for that to happen, Pallavi would have to furnish proof that her previous marriage has been dissolved- either through death or divorce. And that means Mandaar has been legally dead, not just missing all this time, and since it's been less than 7 years, there must be solid reason for him to be declared dead.

If he's alive, and negative, then more than an accident, I think he set up his own death, and left irrefutable evidence behind him, which is why all the documentation exists but the circumstances of his death are suspect, which is why Pallavi was making rounds of the police station.
