That's a good point! Shantanu didn't give a thought to the future ruler, he didn't get worried about the later consequences if the ruler isn't worthy. Actually he was grieved later on, seeing Bhishma become the victim of him lacking his self-control. So perhaps he didn't think about it due to the pre-existing sorrow.
