1)He was angry with Bheeshm for marrying Gandhari off to a blind person he took it as an insult and henced vowed to destroy the thing Bheeshm treasured the most his family .Hence by ending Kuruvansh he acheived his aim.But like 'Justlikethat' and you pointed out he ended up hurting his sister as well.But that is the thing about revenge it makes you so blind you dont see whom all you are hurting in your path of revenge.That is why God's never bless an act of revenge
2)Another version is that Bheeshm imprisoned his family and gave them no food to eat so that they die of starvation and only shakuni survived.If you go as per this version i would say Bheeshm got what he deserved when kuruvansh was destroyed completely


According to this MB, it's the first point for which Shakuni thought of taking revenge.And,yes it's very true he was so blind in accomplishing his mission that he hurt his own sister.It was because of him that she lost her son for no fault of his,since it was Shakuni who brainwashed Duryodhan and added sparks of jealousy and hatred for Pandavs.

Shakuni was overly ambitious. For him heights mattered,no matter how they would be achieved. He was happy with Gandhari marrying Pandu since this would have served Gandhar's interests and he could have misused this alliance to serve his political ambitions.But it did not happen and Bheeshma asked for Gandhari's hand for Dhritrashtra which angered him.
However he decided to make up for it by spending his life in Hastinapur and plotting for keeping Dhritrashtra and Kauravas always in power so that he could always control the politics of Hastinapur and sideline people like Bheeshma and Vidura who could play a spoilsport.
He was totally selfish. He never did anything which would not serve his vile political motives.But he did love his sister.
