I think this is just to show contradiction in her character. They say Practtice what u Preach. When infertility tract will open same a Ishwari who was preaching will emotionally blackmail Dev to leave Sona. This line was uttered by Ishwari just to show her hypocrisy in infertility tract.

But i really hope ki mataji and cvs ko ye dialogue yaad rahega and the news of ishwari planning remarriage of dev during infertility track proves to be fake.i only hope dev stands with sona during this track even if sona wants to go away coz of her sacricial nature.
