I think it has a lot to do with Ishwari's old-school definition of "rishta." It was pretty clear right from the family portrait drama that for Ishwari, a rishta is not formed until the two people are married. That is why she felt that Dev and Sona's "infatuation" could easily be broken, and that Sona could be dealt with by getting her married to someone else. Dev obviously thought differently because he considered Sona part of his family the moment he realised he loved her.

What Vicky and Elena have done doesn't qualify as a rishta by Sona and Dev's standards because they didn't really commit to each other in a meaningful way, but it counts for Ishwari because they went through those rasams.
