Here you are talking of real Ruqaiah i guess. Akbar loved Ruqaiah most among all his wives and pampered her and never said no to her. He banned citizens from marrying more than one wife and even told that he made a mistake marrying so many and should have married one or if no kids two wives. This was in his late 30s he told.
There is no evidence that real life Ruqaiah loved power indeed she was a docile human who stayed in background happy at home/harem then in court/politics etc.
Khurram became cruel because of Nur Jahan not Ruqaiah. Nur Jahan forced him to be orthodox to attarct nobels of mughal court in his favour to become king. Yes he killed all again insecurity because of Nur Jahan how he was tricked by Nur Jahan into running from one place to another like fugitive with his wife and kids in tow. He lost kids because of that fugutive life. That made him a hardened fundamentalist to ensure his kids are safe all life not face problem like him. That is why he killed all family. He was fundamentalist would not allow building temples without permission etc. That was a policy he pursued to ensure that mughal court does not alientae him once bitten twice shy. It also was on his upbringing Akbar gave him to Ruqaiah to be brought up in timurid way as astrologer predicted he will be most famous mughal ever. If Akbar did not like how she brought him up he would have objected and corrected because he was a no nonsense guy.
And life is a bit of black bit of white. Shah Jahan was his grandfather fav, his father fav child and brought up so lovingly. He went to many wars for his father/Nur Jahan sake after age of 19. But how Nur Jahan treated him like a traitor she humiliated him taking away all his jagirs, made him run with very small children and wife across indian continent, took away his jagir which Akbar/Jehangir had given to future emperor him and gave to his younger brother Shariyar, took his kids as hostage etc. It takes a very brave human to face all this discrimination, persecution but stay strong to stay alive. But all these trails made him cold hearted towards his relatives, brothers towards his religious views. Taj Mahal has a trishul on top too. Yes Shah Jahan was bad yes he was orthodox killed his family but if you think deeply he suffered a lot in life that made him what he was a cruel hard hearted fundamentalist person.
