Krishna parents Devaki & Vasudeva were rulers and kansa was devaki's brother he was devil incarnation. to increase his kingdom he fought with his BIL & and took over his kingdom & when he was celebrating, akashwani happened saying that he needs to be careful from devaki's 8 child who can uproot his powerride, so he put devaki & vasudev in captivity and killed each child in captivity, the 5th child who was a girl reffirmed the akashwani, and when krishna was born god arranged a big toofan rain & winds and kansa cudnt reach at time, and devaki & vasudev gv their child to nand & yashoda in a another city/ town but kansa was a rakshas & he was scared & he arranged a rakshas hatusar to kill all the children born at that time.
