They never show people registering marriages in tv shows. So we have to assume they are legally married.

Registered or not, their Bareilly wedding is legal as per the Hindu Marriage Act as long as both are consenting adults of legal marriage age. A lot of marriages are not registered in India. The Crowd ensured they are married legally when they asked them to do the Saat phere. The marriage is considered legal when the seventh phera was completed. And I am assuming they did seven when the crowd asked them to. A pandit is not necessary and they had enough witnesses.

So don't know if their marriage is registered but it's definitely legal as we know Gauri had no problems acknowledging the marriage and though Omkara later said it's drama, in front of the witnesses, he said he is marrying her and claimed her as his wife. And saat vachan to Gauri ne man mein bol diye honge!
