There is no timeline to khula that's why all these compromising procedures are done before the khula is pronounced. Also khula is just the annulment of the marriage and it is done if the husband is not willing to divorce the wife. It is considered as a single talaq and they can remarry whenever they want. They need not undergo the procedure of Halalah.

Just to clarify about halala:

I've read that the men used to play with divorce, they would divorce and remarry their wives over and over. This was, of course, unfair to the women. So this law prevents them from doing this. If a man divorces his wife three times, there is probably something seriously wrong between them. If she marries someone else, maybe she can be happy with that person.

They will have to do all of that before she takes a khula. I haven't seen the precap but I'm guessing she must have just requested for the khula or to initate the procedure.
