The literal interpretation and translation as per some books -
Agnirjyoti - Light of lamp (Deep or may be even Electricity is fire element)
Aha - Daytime (Combining the above two - Light of fire or Daylight/Sunlight)
Shukla - During the fortnight of Shukla paksha
Shanmasa Uttarayanam - During 6 months of Uttarayan
If someone leaves the body or dies during the above time (supposedly presence of all), he/she doesn't (need to) return to this world ever again.
The other verse is exactly opposite of this.
Now these are the clear symptoms which we can observe at the time of anyone's death. That's why Bhishma also is said to have waited till Uttarayan. Even I know personally an elder who left his body fulfilling all the above conditions and he uttered the words 'Jai Maa' and he was purest of the pure and innocent devotee of God.
Some of the books don't interpret or translate this verse literally. Possibly the literal interpretation is dangerous and readers would feel sad about thinking about their relatives or grand parents' manner of leaving the body if that doesn't fulfill the conditions. Those books mold this verse's meaning very smartly by interpreting it symbolically and logically saying that "Those who live the body when they are lighted with knowledge - soul leaves the body in the presence of light like fire-sunlight-expanding moon-moving of earth towards north." So they make all the symptoms in the list to be the symbol of knowledge or mere examples. And that symbolic interpretation may be correct also. And still there are some other weird & strange translations as well.
Moreover, if someone leaves body during day time but during Krishna paksha fortnight but during Uttarayan (and such alternate opposite permutations), then the application of the above verse becomes very interesting and complicated to understand (Part fulfillment of conditions - or or or instead of & & &). The positive direction or advancement of such soul is complex to confirm.
