Here's the logic:

Made by a man of floral name, (Borage is a blue colored flower with herbal properties. It is more commonly known as starflower)

Adorned by one with royal claim (Snape who claimed himself to be the Half-blood Prince, {prince being a royal title} made his own additions to the book here n there)
Take care when things begin to bubble
Double the help, or double trouble (As mentioned earlier this was a description of the situation surrounding the answer i.e. it refers to a scenario that would take place in any potions class, like if you go wrong anywhere and don't take someone else's help, it would make double the mess later)

I knew most would find the first line difficult; but then what's life without a few... um...hmmm...Sphinxes! 😉 😆
