I think sai will fall for virat first. I know ITv doesn't care about what really makes sense storywise, character arc or character personality wise. If I focus on character personality and trajectory of sai and virat, virat falling for sai first doesn't make sense as he puts his duty and promises over everything. Because of that and also pakhi being always there, he won't be able to move away from that stupid promise he gave her unless the writers make pakhi negative. Sai is not bound by anything. Yes she wants to focus on her career but she hasn't bound her life with a promise like virat and she does follow her heart more instead of her head unlike virat. So it makes sense that she falls for him first. Also virat is her anchor right now and he supports her emotionally and in every way that counts. So for sai, its not hard to take the next step and transition from respect to love.
