Well, the complainant can, if s/he chooses, have a private lawyer present (aka watching advocate) and oppose the grant of bail. But, this is not mandatory. It is technically for the State (i.e. government lawyer) to oppose grant of bail. However, generally, bail is the rule and jail is the exception.
