Durga didn't care about Nandini. Before realizing the tape there was a discussion of her with Dayal where she asks about what will happen to Nandini. Dr Dayal assures Durga for a job for Nandini.
Coming to Avantika if Durga had not interfered Shaurya would have continued to use that girl.Durga has cared and she believes what happened to her sister should not happen to anyone else. So what if it is Kangana.
As for Avantika, Durga knew what was going to happen but she waited much so that Commissioner gets his share of punishment. Avantika was punished and used by the Thakurs to meet their needs.
As for Kangana, let her not get raped by Karan but let her heart break for once. We need her to go against Sakshi, Its important. Why do we need Durga to help her when she has a overprotective mother already?
