at bold - Thats a problem alrigh, one cannot blindly go on that assumption, being trustworthy yourself doesn't imply one can trust the opposite party. Its a mutual effort step by step and can be initiated from either parties based on who is worth ( identify on past experience, few more criteria and gut feeling), the one who can trust you and the one who you can trust.
I agree with your point, it will be a mututal effort. But the most important point is as Dude 80 and Anu Rad said You yourself become trustworthy. You can become trustworthy but can not make or force another person become trustworthy.
