You DO know that in Indian judicial system and the penal codes agreed upon, men cannot claim rape? I mean there is no clause that says that they can be subjected to sexual abuse. Yes, its been modified now, if I not wrong. However, the insinuation states that there is no way one can predict/ detect/ explain when a man has sex, unlike women where its clear and easy to claim rape. And hence, the guideline.

And the jurisdiction works accordingly.

Forget sexual harassment and judiciary, in one such case the Police didn't register a case of domestic violence against a wife after her husband approached them because they couldn't fathom how can a man to be tortured by a woman.
