On a serious note, Hrithik is the superstar and he is the face of the film for a good reason.

Think of it from a commercial point of view.

When there are 2 male leads and one of them is hot property at the box office, riding high on War's success, they are bound to capitalize on this factor.

It's not that they are deliberately sidelining him, they're just evaluating who will draw in the masses, and molding their strategy accordingly.

I don't think he's being ignored. I think the makers are playing it safe. After the way LSC was bombarded with boycott calls thanks to Aamir's statements, Vikram Vedha could also be attacked as Saif has made some strong comments in the past. Hrithik has as well, but most people see Hrithik as a victim thanks to the Kangu drama. Thus it's safer for the makers to promote the movie using Hrithik more than Saif.

Plus Saif doesn't typically get involved in film promotions to a big extent. He's there for a few events, but that's typically it. He didn't get too involved with Tanhaji, Bunty aur Babli 2, or even Bhoot Police. He did a few major events, but that was it. Even here he seems to be quiet, while Hrithik is doing quite a bit of promotional work. So the makers probably decided that it was easier to promote the movie using Hrithik.

And, if I'm not wrong, then more than R. Madhavan, Vijay Sethupathi was the one who was getting more accolades and recognition from critics and box officer goers alike. So maybe the makers are using that as a way of promoting this film. They think Vedha will pull in more people so they are using his role to promote the movie.

Finally, Hrithik's last 2 star movie had him walking away with all the recognition (War) and yeah Tiger and Saif aren't even comparable, but who cares about that? All the makers see is that Hrithik was more loved in a 2-star movie so they are using that same formula here.

Before War, Hrithik didn't even had a 30 Cr opening. With Tiger, mind it, with Tiger, he has given his career's Biggest Opening & Highest grosser at Box Office. Tiger has given 25+ cr opening before it with Baaghi 2. Hrithik on the other hand before War has given just 24+ cr opening on a National Holiday, while Tiger gave it on Non-Holiday.

Before trashing other stars, unke baare mein thodi info rakh liya karo. Hrithik is not Greek God in real. He couldn't even get the Superstar tag on his own till now despite the debut 22 years ago.

He is not being ignored. Saif and others from team VV have shot for The Kapil Sharma Show but Hrithik didn't go. Perhaps some strategy?

Like War, he will go separately in show nearby release of film. But why isn't Saif at any other event?

I do not disagree with you at all. But see with War, even if the success was because of the pairing of Hrithik and Tiger or wholly because of Tiger, Tiger was not appreciated as much in the film as Hrithik. The film industry is very shallow in the sense that they just base their decisions on what they see, not the undercurrents. All they see with War is that Hrithik was applauded more than Tiger.

If the film industry was even a slight bit analytical, they would understand that movies like LSC, Raksha Bandhan, and Liger failed because of the content and the casting, not because of some boycott gang. The boycott gang was just an easy target because they were out in the open.

So here it only makes sense that they will obviously focus on the stuff that was out in the open. The fact that people demanded more of Kabir in War 2 goes to show that Hrithik is more important hence they will use him to promote the film. Whether that is the truth or not, it doesn't matter. That's what's visible and that's what will be used.
