It surely would be ridiculous to "blame it all on Government of India" and clearly mean to do so to the "Hindus of the country"...
Yet, a country's government (with the help of party members and followers) has the power to lead people to follow a certain thinking claimed and/or supported by the political rulers.
The entertainment business is just a mean and an easy target. So, it is in no way something special that rulers/politics (mis-)use human's inclination for entertainment as a welcome distraction. Going to watch movies in theatres still needs a conscious decision making (and the financial means)...TV is a tool much easier available...so isn't is better for certain interests to keep people in front of TVs than encourage them to go to the theatres...there is even a word for that: national dulling.
And how do you damp the enthusiasm for theatre-going? You simply repeat and repat and repeat the same negative things...and yes, a government has the choice what is more spread: negativity or positivity, encouragement for hatred or encouragement for human sympathy and tolerance...
