The conundrum with Shilpa Shetty's career

I always felt Shilpa is very underrated. She had the potential to act well when she got decent script or role -- just watch her in Phir Milenge or Metro. She was very beautiful (still is, in fact more so than she was in the 90s), has good connections and a good reputation the industry, and quite popular despite not doing anything relevant for the most part. How come after a performance like Phir Milenge or Metro or winning BB, she never got good opportunities in Bollywood?

But the funny thing is, despite not doing anything worthwhile for the most of her career, she is still extremely popular. She is definitely more popular than Karishma or Juhi or so many of the 90s actresses who were on top at that time. How come she manages to stay relevant?

So my question - why did she never have a proper career, and how come she stays so popular despite not doing anything ??

Big boss and yoga videos got her popular and she knew to cash in on that with a variety of reality show judging etc

Her beauty and hotness are like Berkshire Hathaway shares. Consistently increased across decades 📈

Found her one of the weaker one ( both acting, looks ) among 90s bunch.

However she made it pretty decent way for her through various channels - movies, shows.
