Unless we all can objectively define the criteria, we will disagree on the order because of subjectivity. Some one will look at no. of successful films someone will look at acting prowess etc etc.

We can make something like a Celebrity score card.

For a demo something like

Career span: Above 20 years: 4 points. 15 years: 3 points

Critical acclaim: 5 points

Awards: 1 point per major award

Hit film: 2 points

Solo hit film: 3 points

Advertisements: 1 points per advert

Brand ambassador: 2 points

Flops: -1 point

Controversies: -2 points

Deepika. Pre JNU, she was the darling of the masses in a way I haven't seen any actress in a long time. At present she can only get it back if she does a YJHD 2.0 or Chennai Express. Tapsee-esque roles won't help her in any way.

Nothing beats the stardom the old actors had. The actors/stars of today are all a product of hype generated by social media etc.

To me, the definition of stardom is someone who is inaccessible and manages to have all eyes on them when they enter a room. The way they walk, they talk everything has an aura and charm. Unfortunately, none of the BW "stars" today have it.

Real stars of Bollywood for me would be the likes of Rajesh Khanna, Kumar Gaurav, Amitabh Bachchan, Madhubala, Leela Naidu etc..

One thing that for sure determines what it takes to achieve the title of "Queen" is winning the Filmfare Best Actress Award.

The second thing is HIT films.

Third tier: popularity and endorsements, upcoming projects etc

Deepika had 4 HITs in 2013, she followed up winning Best Actress in early 2014. Her popularity was sky high. And she had signed Bajirao Mastani. That made her the undoubtable Number One.

Even though Alia Bhatt won the award in early 2017 for Udta Punjab (2016) and she had other successful films at the time 2016-2017, she didn't quite topple Deepika, she only matched her. Plus DP still had Padmavati that was coming soon.

In 2018, with Raazi, Alia soared ahead. The film done amazing business, and Alia's performance was better than Deepika's, and hence she won the Best Actress award and cemented her position as Number One, not to mention Gully Boy which released around the same time.

2007 is when Kareena Kapoor became the Number One. Priyanka Chopra briefly held the title at the end of 2008 going into early 2009.

Vidya Balan was Number One in 2011-2012.

If that were the case then Mandakini, Silk Smitha, Kimi Katkar were Numero Uno in their time.

I'm not talking about Ormax or FHM Sexy lists.

The Queen Of Bollywood title has always been a combination of successful movies, awards, acclaim, popularity, endorsements, fan following, upcoming projects.
