No, if the story remains the same. Filmfare isn't against Shahid, afterall he is part of BW family. The movie was misogynistic, violent and demeaning towards women, hence the snub. Also vanga had rubbed people the wrong way from his extremely objectionable attitude

The mindset pervasive among the jury probably was that they didn't want to award a film which glorified toxic masculinity. If they had given the award to the film, it would have invited a backlash among several sections of the media, and they were not willing to take the risk.

Coming back to the best actor award, Shahid did not deserve it as much as Hrithik it, I believe he definitely deserved it for delivering two very successful and completely different movies one of which was also the highest grosser and also a very very popular one compared to Ranveer's gullyboy. And if Hrithik was not deserving, then Akshay was the most deserving, he delivered 4 superits and ofcourse just all four movies had different genres, he delivered a kesari, a housefull and a mission mangal in the same year and if that is not popularity then what is 'Best actor popular' meant for?
Anyways, let us move on to 83 and Shubh mangal zyada, next year RS and Ayushman will win again for these respective movies 👍🏼😵
I don't think there is any hard and fast rule for FF popular winners... If FF best actor popular is given to the most popular and highest grossing films Shahid would have never won for Haidar (an average grosser) over Aamir for PK and HR for BangBang. Salman should have won for Bajrangi Bhaijan over Ranveer for Bajirao.

Sadly I think if Ranbir done the role, he could have got the award.
Although I think there would have been equal backlash.
I blame the director entirely, he came out in public TIME AND TIME AGAIN to pronounce the toxic behaviour in his film. If he didn't do that, perhaps the audiences would have been more forgiving, and the award shows less scared.
But it's a huge shame because Shahid Kapoor as Kabir Singh was the best performance of 2019 by a Male Actress.
