Green ministry pushes Salim Khan's illegal' farmhouse out of the woods

The state revenue and forest department had earlier recommended the regularisation of Salim Khan's farmhouse to the union ministry of environment and forests

After ministry nod, state forest dept regularises 1.3 hectares of the land housing the property.

Ignorance, with some assets to boot, has saved superstar Salman Khan's father Salim Khan, a renowned scriptwriter himself, a lot of trouble.

His Panvel farmhouse, which illegally' straddled 1.28 hectares of forest land in Panvel on the outskirts of the city, has been saved by the BJP-led central ministry for environment and forests, which approved its regularisation, after the scriptwriter stated that he was not aware it was built on forest land. In exchange, Khan has forfeited some property and paid a compensation amounting to Rs 21 lakh.

The cause of regularisation was originally pursued by the state revenue and forest department. After the union ministry's nod, the state department on Monday diverted the land, in Raigad district, allowing it for private use.

The bungalow, built in 1995, had been declared illegal in the 1990s. After that, in 1998, it courted trouble for rearing blackbucks, deer and peacocks, for which Khan is still facing a separate case.

The diversion order by the forest department came on Monday and is signed by the chief conservator of forests (Mantralaya) Virendra Tiwari. The order not only saves the bungalow but the entire premises which house servant quarters, a poultry farm, garage, a swimming pool with jacuzzi, all the electrical and waterworks, and the road leading up to it.

Rajeshkumar Das, who was deputy conservator of forests (Alibaug divison) at the time, had unearthed many cases in which bungalows were illegally constructed on forestland. Khan's bungalow was among them.

A senior official of the state forest department said in defence of the order: "Salim Khan did not know that it was forestland when he bought the plot. He then applied for diversion of the land. The proposal was scrutinised by the state and then recommended to the centre.

As per the proposal under the Forest Conservation Act, 1980, Khan has forfeited some property and paid Rs 21 lakh in fines and recompense to regularise the plot.

"He has given another piece of land at Kenavle village in Poladpur tehsil of Raigad, which is equal in size to the property in Panvel. He has also paid Rs 9.41 lakh, which is the net market value of the plot at Panvel, in addition to a penalty of Rs 5.82 lakh, and an equivalent sum for compensatory afforestation, the offical said.

In all, he has paid nearly Rs 21lakh to the state forest department.

But he cannot sell the plot or transfer it without the permission of the forest department, the official said.
